  • Accounts

    RHSP has an efficient financial management and systems team. The Accounts and Finance section is staffed by certified accountants and supported by an automated financial management system to report on financial management of over 13 grants and contracts worth over USD ,000,000 annually from multiple funders.

    RHSP segregates project funds but maintains flexibility in reporting across time periods and dimensions as required by users and funders. RHSP conforms to International Financial Reporting Standards (IFRS) and is subject to rigorous audits by international audit firms.

    Its current auditors are Diamond Consulting Group (internal audit) and Ernst & Young (external audit). In addition, the RHSP Executive management has a standing audit committee to oversee finances.

  • Estates

    The Estates Department contributes to the business of the Rakai Health Science Program by ensuring the safe and efficient operation of the building, engineering systems and vital patient connected equipment.
    The Estate department is responsible for the continuing maintenance and repair of building fabric and services across Rakai Health Science Program and hired facilities.

    It is a section that presents the program’s visual image of presence having a beautiful scenery at all blocks and well maintained compound as it ensures that the environment for patients, visitors and staff is maintained to highest standards and ensures that the buildings are fit for purpose by commissioning developments and improvements in line with the trust's health care led business objectives involving in the day to day supply of water and electricity not only on the program owned facilities but also on the program hired.

    The Department provides and manages all of the technical services such as engineering, building surveying and estate management and plays an integral role in the delivery of capital projects.All the above are backed up by very professional and practical staff i.e. engineers and guest house keepers. The department spans across two directorates which are Human Resources and Corporate Services Directorate and Planning and Development Directorate.

  • Human Resources

    Identifying and meeting the training needs of existing staff is a spackle light from employee Development and training function which is a resource multiplier engineered by the training committee.

    Through training programmes, managers, supervisors and heads are bettered, which helps prevent or eliminate employee distractions.

    Employees don’t leave bad companies; they leave bad bosses, according to Beverly Kaye.Good managers are crucial to an effective organization but most have to learn how to be effective and it’s the role of HR.

    The section together with recruitment committee hire right and strategically. Through Recruiting, HR has made an impact on Program. Hiring right means reduced turnover and increased retention thus survival and success with available funding.

    Employee welfare and employee relations are positive support drawn from HR, management, health and safety committee, disciplinary committee among others. The focus is to ensure a safe and health working environment for employees.

  • Procurement

    Procurement in RHSP is the link between RHSP as an organization and the Supply market of products and services needed. Procurement section has an ultimate responsibility to acquire/procure/purchase all requirements in the classes of supplies, services and works on behalf of RHSP. We do all the required activities of ensuring that the supplies ordered for reach in RHSP stores and finally paid for. The section also manages RHSP's disposal exercise for all those items that have been declared for disposal. The core objective of Procurement is to achieve value for money through a combination of whole life costs and appropriate total quality to meet the requirements of RHSP. The section executes its activities following what we call a Procurement cycle and the activities below make up the procurement cycle; End users raise their needs through procurement plans, which are submitted for compilation into procurement budgets. Quotes are sourced from the RHSP's approved prequalified vendors list whose product leads us to a price/bid analysis. The price analysis is then relied on to produce a budget which budget is approved by the budget committee.

  • Data Management

    Data management has served as a central pillar of the RHSP research and service activities since the program’s inception. The section is entrusted with planning and ensuring quality data collection, processing raw data and turning it into analyzed or analyzable, generated, relevant and reusable data, and the storage of data during and after research or service activities (archiving). The section is organized to have 5 tracks that include;

    Database programming, the Cohort, Community Services, Laboratory Data Management and NIH funded studies. It uses Visual FoxPro, SQL and MS Access as the main programming languages ensuring dynamic password protected access to the data processing and management system. DataFax is used for NIH funded studies. The section ensures quality and efficient management of staff, equipment and database applications by ensuring each study has layers of study management staff, including database administrators, data managers, data entry clerks and filing clerks, all with clearly defined roles. In total, as of January 2016, the section has 2 Database programmers, 4 Data Management Officers and 10 data entry clerks with some doubling as data filing clerks. All use desktops of laptops running on Windows 7 or 8. Electronic copies of databases are stored on servers, both in Kalisizo and in Entebbe. The section in collaboration with NIH has constructed a DataMart database that contains longitudinal data of 16 completed survey rounds accessed by Uganda and US based Data managers and serving as the primary source of cohort data (survey data and lab results). The section will continuously update this database with subsequent completed and cleaned survey round data. It is also able to link cohort participants who are in the HIV care program to their clinical data. Backups and archives of reusable and analyzable datasets are in Entebbe at Uganda Virus Research Institute and also at Johns Hopkins and Columbia Universities in the USA.
